Escrito presentado

Cordialmente,

Ambassador of the USA in the Kingdom of Spain

I am writing you on behalf of Ecologistas en Acción, the most important federal environmentalist association in Spain.

As probably now, on January 17th we remember the 50th anniversary of the Palomares accident in which two airplanes of the US Air Force suffered a collision. I am writing you now because several events have occurred since our last letter. The main one is the agreement reached between your country and the Kingdom of Spain for the decontamination of Palomares.

You also know that the Spanish research center CIEMAT is in charge of the Palomares issue. His activities, performed so far, have been the characterization of the contamination, the buying of some contaminated areas and the location of fences around those areas. Next step is to proceed to the decontamination and to keep the contaminated land in a safe place in Nevada. We would like you to transfer our following requests to the USA authorities:

  1. USA should give technical support to Spanish authorities in order to proceed to clean the Palomares area.
  2. USA must take the responsibility of transporting by sea and land in the USA territory of the contaminated waste.
  3. USA must take the responsibility of keeping the radioactive waste of cleaning process.
  4. The money to be paid by USA Administration should cover the whole expenditure of the operations, including the cleaning, transportation and keeping of the radiactive materials.
  5. USA should provide funds to help to compensate the inhabitants of the area and to help to the development that has been delayed due to the contamination.
  6. We ask for total transparency on the execution of the agreement and the cleaning.

We think that these requests are affordable by your administration, given the responsibility you have in that nuclear accident. We should not forget that this problem was caused by a military action taken by two war airplanes of your country over a rural populated area. If USA and Spain are being cooperating countries in the future, Spanish people need to see that USA is able to assume his responsibility in case of accident.

Finally we would like to remember the victims of the accident ant to transmit our condolences to their families.

Yours,
